Athletics-Three Kenyans banned for doping

NAIROBI, Feb 22 (Reuters) - Three Kenyan athletes have been suspended after testing positive for banned substances, Athletics Kenya (AK) Secretary General David Okeyo told reporters on Friday.

Marathon runners Wilson Erupe Loyanae and Nixon Kiplagat Cherutich will serve two-year bans, while Moses Kiptoo Kurgat was suspended for a year.

A fourth athlete, Francis Kibiwott, who finished 45th at the 2007 world half marathon championship in Italy, was cleared after his case was reviewed by the medical commission of world athletics governing body the IAAF.

The east African nation, famed for its middle and distance running prowess, has been on the defensive following reports of widespread doping among its elite athletes.

"Loyanae is a top marathoner who is in the top 30, but we will not spare anyone," said Okeyo.

"We are taking doping seriously. But in most of the cases in this country, like Kiplagat's, they say that they are sick.

"We have been telling them (athletes) that when they are sick, they should let us know what (medication) they are being given so that we can present their cases since the rules are very clear," he added.

Earlier this month, three-times world 3,000 metres steeplechase champion, Moses Kiptanui said doping took place in Kenyan running camps ID:nL5N0BFD15] and similar allegations were made by German television broadcaster ARD before last year's Olympics.

Athletics Kenya have rejected the allegations.

"Those are the athletes we have banned in the past two months. But that still does not mean doping is widespread among our athletes," said Okeyo.

"We have nothing to hide. As soon as we establish any athlete has doped, we shall expose them."

The bloody sock worn by ex-Boston Red Sox pitcher Curt Schilling during the 2004 World Series could fetch up to $600,000 at auction.

The sock will go up for live auction on Friday in New York by Texas-based Heritage Auctions.

A spokesman for the auction house predicts the bloody garment will fetch some significant cash.

'This is obviously the first time we've ever offered a sock at auction,' Chris Ivy, Director of Sports Auctions for Heritage, told CNBC.

'But it relates to a very significant moment in the World Series.'

Schilling was wearing the sock when he pitched the baseball championship game on October 24, 2004 with a damaged tendon, which led to the bleeding.

Though he could barely walk, he pitched six innings, only allowing a single run.

That Game 2 victory over the St. Louis Cardinals paved the way for the Red Sox to secure their first championship in 86 years, ending the 'Curse of the Bambino' that has hung over the Boston team since 1918, when the Red Sox sold star slugger Babe Ruth to the Yankees.

The sock previously had been on loan to the National Baseball Hall of Fame and Museum.

It has been at Heritage's Dallas headquarters for several weeks and on display at the auction house's Manhattan office before it is sold.

Schilling is putting the sock up for auction given the retired MLB star has not found success in his post-baseball career.

Schilling's company, 38 Studios, was lured to Providence, Rhode Island, from Massachusetts with a $75million loan guarantee in 2010.

In May, it laid off all its employees and it filed for bankruptcy in June.?

The state is now likely responsible for some $100million related to the deal, including interest.

Schilling also had personally guaranteed loans to the company and listed the sock as bank collateral in a September filing with the Massachusetts secretary of state's office.

He has said he invested as much as $50million in 38 Studios and has lost all his baseball earnings.

He told WEEI-AM in Boston last year that possibly having to sell the sock was part of 'having to pay for your mistakes.'

'I'm obligated to try and make amends and, unfortunately, this is one of the byproducts of that,' he told the station.

The bloody sock is one of two that sent Schilling into the annals of baseball lore in 2004.

The other was from Game 6 of the American League Championship Series, when Schilling pitched against the New York Yankees with an injured ankle.

That sock is said to have been discarded in the trash at Yankees Stadium.

The hall had had the sock since 2004.

Heritage last May auctioned off the so-called 'Bill Buckner ball,' which rolled through the legs of the Red Sox first baseman in the 1986 World Series.

Ivy said that item, like Schilling's sock, was listed at the time as being expected to bring in '$100,000-plus,' but it was sold to an anonymous bidder for $418,000.

'We wouldn't be surprised to see this do something in that range,' he said, estimating the sock could be sold for as much as $600,000.

At least 50 persons including women were injured when private college teachers and security personnel fought a pitched battle in front of the Odisha assembly in Bhubaneswar on Friday, the police said.

Housing prices rise in 53 of 70 Chinese cities

RECOVERY in the housing sector continued to gather pace across the country with more than 70 percent of major Chinese cities recording monthly and yearly gains in January, the National Bureau of Statistics said today.

Excluding government-subsidized affordable housing, prices rose from a month earlier in 53 of the 70 cities tracked by the bureau, compared to 54 in December. Prices were flat in seven cities while the remaining 10 registered declines.

Shenzhen in Guangdong Province led the gains with a monthly increase of 2.2 percent, followed by a 2.1 percent jump in Beijing and a 2 percent rise in Guangzhou. That compared with a maximum gain of 1.2 percent in December.

Shanghai housing prices gained 1.3 percent, up from a 0.7 percent increase in December.

Year on year, new home prices rose in 53 of the 70 cities, with a maximum gain of 4.7 percent. That compared to 40 in December, when the biggest increase was 2.4 percent.

"More developers started to offer smaller discounts or even canceled them amid the improving buying sentiment while a growing number of home seekers decided to stop waiting for prices to drop," said Liu Jianwei, a senior statistician at the bureau. "However, I don't see a huge rebound in home prices as the government reiterated its vows to fight housing speculation."

The State Council said on Wednesday its policy to curb housing speculation while supporting owner-occupier demand will remain as home supplies are inadequate in large cities as urbanization accelerates.

In the latest move, China's cabinet asked local governments to vigorously enforce existing austerity measures, which include home purchase restrictions and differentiated credit and tax policies, and expand a property tax trial to more cities. It also said tightening measures should be implemented if prices rise notably fast in areas without restrictions.

The statistics bureau's data also pointed to a similar trend in the existing home market with 51 cities seeing month-on-month price increases in January, compared to 46 in December. The number of cities where prices gained from a year earlier also rose from 25 in December to 36 last month.

Standard & Poor's Ratings Services, which monitors dozens of real estate developers across the country, said earlier this week that it expects overall property prices to rise about 5 percent this year. S&P has also revised its outlook for the industry to stable from negative amid more favorable operating and financing conditions for developers.

Perhaps the most shocking sight at this year?s NFL Scouting Combine happened Thursday, and it had nothing to do with anyone?s 40-yard dash time.

Chiefs coach Andy Reid took the podium. Without a team-issued hat on his head. And he talked. And he cracked jokes. And he looked, for a moment, like a man refreshed.

Reid never did these interviews at the Combine when he ran the Eagles, so the simple glimpse of him stood as news. But he spoke at length about a number of Chiefs-related topics, tried to quell any Nick Foles speculation, and even drew a few laughs along the way.

?He?s not available,? Reid said when asked if he?d try to acquire the Eagles quarterback. ?You just had Howie (Roseman, the Eagles general manager) up here, so I think you know that. . . . Listen, Nick is the property of the Philadelphia Eagles, and I think they like him.?

Reid might like him too, but if he?s unable to put his hands to his former Eagles pick, he?s going to have to find one elsewhere. Like every coach, he talked about ?the process,? and ?evaluating? and didn?t offer much in the way of specifics.

While admitting this year?s class of draftable quarterbacks might not measure up to last year?s (?but I would tell you that there are some good players in there?), Reid also acknowledged the Chiefs might be open to trading the top pick in the draft.

?We?re just not going to give it away, so we?d have to see what people throw our way,? he said. ?It?s a pretty valuable pick I?d say.?

But the best, and most surprising line might have been when he was asked about his introduction to the AFC West.

?I?ll tell you it?s a pretty good division,? he said, setting up his punch line. ?The Broncos, I?m sure they?re probably looking for a quarterback, too. . . . He?s (Peyton Manning) a pretty good player. I think we know that.?

While it?s not exactly Henny Youngman, it was a peek of personality that Reid hadn?t shown at all in Indianapolis, and not terribly often during 14 years in Philadelphia.

Things won?t stay this relaxed for Reid in Kansas City forever (the reality that he inherited a 2-14 team and doesn?t have a quarterback will come crashing down soon enough), but for a day he looked like a man enjoying a new challenge.

And after a long stay in Philadelphia that included plenty of ups and downs of the personal and professional variety, it looked like one he needed.

The Football Association will fly the flag of St George at half-mast at the League Cup final at Wembley on Sunday in tribute to World Cup-winning captain Bobby Moore.

It will be 20 years since the death of Moore from liver and colon cancer, aged just 51.

Earlier this month, FA chairman David Bernstein handed over a ?25,000 cheque to the Bobby Moore Fund, with England skipper Steven Gerrard confirming the players would match that donation.

Explosives vapor detection technology: The new 'sniff test'

Feb. 20, 2013 ? A quick, accurate and highly sensitive process to reliably detect minute traces of explosives on luggage, cargo or travelling passengers has been demonstrated by scientists at the Department of Energy's Pacific Northwest National Laboratory. The vapor detection technology accurately detects and identifies the vapors of even very low-volatility explosives in real time at ambient temperature and without sample pre-concentration. Details are outlined in a recent issue of Analytical Chemistry.

Rather than searching for particle residue using a typical method like surface swipes or using pulses of air to dislodge particles for analysis, the system 'sniffs' directly for explosives vapors, much the way bomb-sniffing canines do.

"We have demonstrated direct, real-time vapor detection for the low-volatility explosive compound RDX, which is used in many types of explosives," said David Atkinson, senior research scientist at PNNL. Low-volatility compounds are those which release very small amounts of the explosive vapor typically at parts per trillion levels or lower, making it extremely difficult to detect. The PNNL system easily detects vapors from a fingerprint-sized sample of RDX at levels below 25 parts per quadrillion.

"The system correctly identified the RDX vapor using selective atmospheric pressure chemical ionization with mass spectrometry," explained Atkinson. The approach involves pulling an air sample stream and ionizing it within a reaction region in an atmospheric flow tube. The ionized sample moves to a mass spectrometer for ion detection and identification. These air samples need no heating or pre-concentrating. Analysis happens in about one second.

"The key part is ionization," said Atkinson. "We tailored the chemistry to greatly enhance both ionization efficiency and selectivity, which results in the best possible detection."

Only a limited number of ultra-sensitive detection methods have been found capable of detecting low-volatility explosive compounds at levels below parts-per-trillion. But these methods typically take much longer and require pre-concentration of the sample from the vapor phase.

Currently, most airport security agents use cloth-like material to swipe luggage and cargo to collect explosives particles for detection. The samples are then analyzed one at a time in a process that requires the swipe to be heated to a temperature needed to volatilize the particles for detection.

In some cases, airport security will turn to canines for detection, especially for large items where size such as vehicles or cargo make particle sampling impractical.

"What we are attempting to develop is an instrument that replicates or surpasses the capabilities of a dog," said Atkinson. However, while canine olfactory systems are highly developed, dogs present issues that machines don't. Man's best friend only works limited hours, must be fed, exercised regularly and rested. While a dog's ability to smell and detect explosives is extremely sensitive, instruments may soon surpass their capabilities and perform at a lower cost.

Robert Ewing, PNNL senior research scientist, sees a bright future for the technology and is hoping to push the performance even further.

"Currently we have demonstrated the detection of explosive compounds such as RDX, PETN, nitroglycerine and tetryl, along with plastic explosives that contain these materials at low parts per quadrillion levels," said Ewing. "Future research will focus on detecting other explosive threats by manipulating the ionization chemistry and lowering detection limits."

Why we're not perpetually tongue-tied

Spoken language may seem effortless, but it requires a complex dance of the muscles in the lips, jaw, tongue and voice box. New research reveals the patterns of brain activity that control these finely wrought movements, essentially keeping people from being perpetually tongue-tied.

The wide variety of sounds in American English are produced by combining just a small set of movements, researchers reported online Wednesday?in the journal Nature. In the study, scientists recorded the activity of neurons in a part of the brain called the sensorimotor cortex, which coordinates muscle movements, while people pronounced various syllables. Researchers measured brain activity using electrodes placed on the surface of the brain as part of a clinical treatment for epilepsy.

The results showed that the activity patterns of large populations of cells corresponded in space and time to certain phonetic features.

In essence, the scientists have charted a map of the brain's somatosensory cortex for specific facial and oral body parts, computational neuroscientist Nicho Hatsopoulos of the University of Chicago, who was not involved in the study, told LiveScience. Furthermore, the timing of activity in different brain areas is important, Hatsopoulos said. "You see activity in one part that might represent the lips or tongue, and then later in time, another area gets activated."

The resulting brain activity is like a carefully tuned orchestra; each instrument section generates a specific sound, and those sounds are coordinated to produce the overall symphony.

The researchers' map of different vocal regions in the brain mirrored the layout of the vocal tract. They found an additional region, representing the voice box (the larynx), which is not present in non-human primates. The area could be a unique human specialization for speech, the researchers say.

Previous studies have shown that merely stimulating one spot in the brain cannot produce speech sounds. Rather, speech requires the concerted activity of many different neurons, as the new study confirms.

The speech features found in the study aren't unique to English, but define many other languages as well, hinting that humans evolved to have these characteristics. Further fine-tuning of the speech features may give different languages their unique sounds.

Beyond helping in understanding how the brain works, this research could ultimately lead to the development of brain-machine interfaces?that could decode what a person with facial paralysis is trying to say, Hatsopoulos said.?

India Unlikely To Ask Former Maldives President To Leave High Commission: Report

Forty-five-year-old Nasheed took refuge at the Indian High Commission in Male Feb. 13, after a magistrate ordered his arrest saying he failed to attend a court hearing on charges of illegally detaining a judge during his tenure in office. Nasheed had ordered the judge?s arrest on charges of deliberately obstructing investigations of political figures linked to a previous government.

The Hulhumale Magistrate Court Monday gave time till Wednesday 4:00 p.m. to the police for bringing Nasheed before the court. Nasheed faces a maximum penalty of three years' imprisonment or banishment to a remote island if found guilty of his charge.

Indian External Affairs Minister Salman Khurshid Sunday spoke to his Maldivian counterpart Abdul Samad Abdullah to resolve the situation, the Press Trust of India (PTI) reported citing official sources.

However the details of their conversation were not made public.

The Maldivian Foreign Ministry informed the Indian High Commission of the warrant instructing Maldives Police Service to produce Nasheed before the court Wednesday, the Times of India reported.

"The (Indian) ministry of external affairs is looking into it," Indian High Commissioner in Maldives D M Mulay told the Times of India.

There are "clear international conventions"?that don't permit the Maldivian authorities to serve an arrest warrant at the High Commission the report added, quoting an unnamed diplomat.

"Anyway we are firm on our stand that the Maldivian election should be inclusive,? the source added.

The PTI reported, citing sources in New Delhi, that India is unlikely to ask Nasheed to leave the mission because the government feels it was up to the Maldivian leader to decide whether to stay or not.

Maldivian President Mohamed Waheed's office said a strong note of protest was issued to the Indian High Commissioner for "harboring a fugitive in the embassy premise from where Nasheed is inciting and calling for unrest and violence in the streets.?

The Indian mission responded saying that ?no political meetings and activities have been allowed in the mission premises during the presence of former president.?

Maldivian President Waheed, who had been vice-president to Nasheed, replaced his predecessor following the ouster. Nasheed says he does not recognize the new government and has called for new elections.

Democratic elections were introduced in the country in 2008, ending former President Maumoon Abdul Gayoom's 30-year autocratic rule. Nasheed had been a democracy activist and political prisoner before becoming president in the first multi-party election in 2008.

Nasheed's Maldivian Democratic Party maintains that the case against him is aimed at sabotaging his campaign efforts for the upcoming presidential elections.

However, President Waheed said the court's decision has nothing to do with his government.

"Upholding the rule of law means nobody is above the law. I would like to assure the people of Maldives that the law and order will be maintained," he said.

He noted that the Maldives Election Commission has announced Sept. 7 as the date for the next presidential election.

"I believe that it is in the national interest of Maldives to hold a free, fair and inclusive election this year in which all political parties are allowed to participate, including smaller political parties," Waheed said in a statement, as reported by the PTI.

The Maldives, located off the southern Indian coast and home to about 300,000 people, is a chain of nearly 1,200 islands.

Political unrest in the recent years has led to the emergence of Islamic fundamentalists, rousing fears that hardliners may grow influential, especially on the more-remote islands.

Saying that the HTC One has piqued our interest is an understatement. The handset, which was announced today in London and New York, combines ultra-refined design with a uniquely tweaked Android experience, something we've covered in our hardware and software posts. Still, it's the UltraPixel camera that's raising the most eyebrows. We briefly played with the shooter and witnessed the new Zoe functionality first hand. It's clear that HTC is making a bold move with the imaging technology used on this phone, but what does it really mean in terms of specs and performance? Let's dive into the nitty gritty after the break.

HTC picked the word UltraPixel to brand its latest camera, just like Nokia coined the term PureView for its devices last year. The idea behind UltraPixels is to combine a physically large sensor with big pixels capable of gathering more light. With the HTC One, the company chose a 1/3-inch BSI sensor with 2µm pixels which absorb 330 percent more photons than the 1.1µm pixels typically found in modern handsets. This is combined with a fast 28mm f/2.0 autofocus lens similar to what's available on the One X, but slightly recessed for protection. Better yet, this shooter features optical image stabilization (OIS) just like the Lumia 920 -- it's able to compensate for motion in 2 axes (pitch and yaw) up to 2,000 times per second. With big 2µm pixels (that's Fujifilm X10 territory), a fast f/2.0 lens (vs. f/2.4 on the iPhone 5 and f/2.6 on the Galaxy S III) and OIS, the HTC One is poised to excel at low-light photography. A single LED flash is provided for those extremely dark circumstances.

We're pretty sure you've noticed the giant elephant in the room by now -- the lack of any mention of pixel count. That large sensor packs just four megapixels (!) and while anyone who knows digital photography understands that's plenty, it's still a daring move in a market driven by the megapixel myth. We'll take four million 2µm pixels over eight million 1.1µm pixels any day, but we think it's going be an uphill battle for HTC to educate the average consumer. The HTC One packs a new image signal processor (ISP) called ImageChip 2, which enables continuous autofocus in less than 200ms, and provides real-time lens compensation plus noise reduction. It also supports 1080p HDR video recording at near 30fps and 720p at 60fps with a dynamic range of about 84dB. The ISP implements a buffered capture cycle with pre- and post-shutter recording, for functionality similar to Scalado's Rewind / Remove, Nokia's Smart Shot, Samsung's Best Face and BlackBerry's Time Shift.

All this camera technology culminates with one particularly cool feature: Zoe. Named after the Greek word "life" and hinting at old zoetropes, this feature captures a 3-second 1080p 30fps H.264 video clip along with a 16:9 2688x1520 JPEG picture each time the shutter button is pressed. In burst mode, the HTC One is capable of taking 4-5 full-size stills per second while recording 1080p video. The resulting 3-second clips become animated thumbnails for your photos in the gallery. When you're ready to share your memories, smart content editing, cutting and sequencing software is used to create and upload a Zoe -- a professional-like highlight reel with images, clips, effects and music that remixes your content on the fly, complete with theme and music track synchronization. There are six themes and six music tracks to choose from, and you're given the option to deselect photos or videos. Once uploaded, the result can be shared via Zoe Share, which generates a standard URL that's valid for 30 days -- think of it as Vine on steroids, but less permanent.

In addition the the main shooter, the HTC One comes equipped with a 2.1 megapixel front-facing module with f/2.0 wide-angle (88-degree) optics that supports 1080p video capture. Dual HDR microphones provide distortion-free stereo audio recording in a wide variety of conditions, including loud venues. Unfortunately, our time with the UltraPixel camera was too short to formulate a solid opinion, but based on our experience so far, HTC's latest shooter is poised to delight both shutterbugs and casual users alike. On thing's for sure: we can't wait to take the company's latest imaging flagship for a spin.

Oil price falls toward $95 on US, Europe growth fears

BANGKOK ? The price of oil fell to near $95 a barrel Monday after U.S. industrial production weakened and Europe remained mired in recession.

Benchmark crude for March delivery was down 28 cents to $95.58 per barrel at late afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract fell $1.45 to finish at $95.86 a barrel on the Nymex on Friday.

Brent crude, used to price many varieties of foreign oil, rose 9 cents to $117.75 per barrel in London.

The Federal Reserve said Friday that U.S. factory production slowed in January, mostly because of a big drop in output at auto factories. Most analysts think the slowdown is temporary, but it was enough to raise concern about the still-sluggish economic recovery.

Traders were also concerned about a deepening recession across the economy of the 17 countries that use the euro. Their combined economic output shrank by 0.6 percent in the final quarter of 2012 from the previous three-month period. The decline was bigger than the 0.4 percent drop expected and the steepest fall since 2009.

In other energy futures trading on the Nymex:

? Heating oil fell 0.7 cent to $3.204 a gallon.

? Wholesale gasoline rose 0.3 cent to $3.319 a gallon.

? Natural gas rose 0.4 cent to $3.159 per 1,000 cubic feet.

McCain: Obama Hasn't Spoken to GOP on Immigration

Sen. John McCain said President Barack Obama has not yet spoken with Senate Republicans about immigration, even though a bipartisan group is trying to bring together a comprehensive plan on the issue.

McCain, appearing on NBC's ?Meet the Press? Sunday, told the panel he has yet to hear from Obama, although the president met with four Democratic senators at the White House just last week to discuss the proposal.

?He's had no communication with Republicans on the issue, unlike the previous four presents that I've dealt with,? the Arizona Republican, who is a chief negotiator on the immigration matter, complained.

On Saturday, USA Today published an article online revealing that a draft bill will allow illegal immigrants to apply for newly created "Lawful Prospective Immigrant" visas. The bill would also provide more security funding and require that businesses verify the immigration status of new hires within four years, according to the report.

McCain said the leaked reports about the president's plan, combined with Obama's lack of communication, is raising questions among Republican lawmakers.

?We are working together. Republicans and Democrats,? McCain said. ?I believe we are making progress on a bipartisan basis. I believe we can come up with a product.?

But McCain said he has some doubts about the leaked report.

?Leaks don't happen in Washington by accident,? McCain said. ?Does the president really want a result, or does (he) want another cudgel to beat up Republicans so that he can get political advantage in the next election?

Denis McDonough, the new White House chief of staff, said Sunday on the show that the president is simply drafting a fallback plan to propose if Congress fails to act. He added that the White House staff is reaching out to all eight members in the Senate group.

Further, McDonough said, the Obama administration is ?aggressively supporting? bipartisan talks, and the administration is committed to the approach the president outlined in his State of the Union address last Tuesday.

We want to continue building on the great strides we've made on border security,? McDonough said. ?We want to make sure that we're cracking down on businesses that game the system. We want there to be an earned path to citizenship. And we also want the legal system, which frankly is too cumbersome and too broken, we want that to be reformed as well. And we're going to continue to push exactly that.?

Obama admin winds down plan for 'uninsurables'

WASHINGTON (AP) ? Citing financial concerns, the Obama administration has begun quietly winding down one of the earliest programs created by the president's health care overhaul, a plan that helps people with medical problems who can't get private insurance.

In an afternoon teleconference with state counterparts, administration officials said Friday the Pre-Existing Condition Insurance Plan will stop taking new applications. People already in the plan will not lose coverage.

Designed as a stopgap solution until the law's full consumer protections are in effect next year, PCIP has served more than 135,000 people, a lifeline for patients with serious medical problems such as cancer and heart failure. But Congress allocated a limited amount of money, and the administration's technical experts want to make sure it doesn't run out.

Health and Human Services Department spokeswoman Erin Shields Britt said PCIP has "provided needed security to some of our nation's sickest people."

The plan covers people who have had problems getting private insurance because of a medical condition and have been uninsured for at least six months. Premiums are keyed to average rates charged in each state, which means they're not necessarily cheap, often amounting to several hundred dollars a month for middle-aged individuals.

"We're glad this program was here and able to help," said Amie Goldman, who oversees the program in Wisconsin. "I'm certainly disappointed we won't be able to serve everyone who has a need for this coverage."

Starting next January 1, insurance companies will no longer be able to turn anyone away because of poor health. At the same time, the federal government will begin subsidizing coverage for millions of individuals who have no access to employer plans. That means many of the people currently in the PCIP program may end up with lower premiums once the government's financial help is factored in.

The enrollment suspension will take effect immediately in 23 states where the federal government administers the program, Goldman said. Residents of states that run their own programs may have longer. Wisconsin residents, for example, have until March 2 to apply.

Enrollment around the country has been lower than expected, partly because some people could not afford the premiums. But individual cases have turned out to be costlier than originally projected.

In documents provided to the states, the administration said the program has spent about $2.4 billion in taxpayer money on medical claims and nearly $180 million on administrative costs, as of Dec. 31. Congress allocated $5 billion to the plan.

"From the beginning (the administration) has been committed to monitoring PCIP enrollment and spending closely and making necessary adjustments in the program to ensure responsible management of the $5 billion provided by Congress," PCIP director Richard Popper wrote in a memo. "To this end, we are implementing a nationwide suspension of enrollment."

The sole exception: program beneficiaries who move to another state will still be able to get coverage in their new home.

Empirical research on the effects of science fair participation seems scant, but the research that does exist suggests that participation is generally a positive experience for students, that participation increases scientific literacy, and, importantly, that participation results in an increased understanding the process of science.

In other words, students appeared to be using the same sorts of reasoning processes upon which scientists rely. The researchers concluded that students who participated in science fairs successfully learned ?many of the normative practices of science investigation.?

But that?s for students who are already participating in science fairs. It is perhaps of greater importance that science fairs be able to reach those students who might not already eagerly participate whether due to motivation or circumstance. As Bora Zivkovic noted several years ago,

Only one student that they interviewed after a 2005 fair reported that he had dial-up internet at home; the rest had high-speed access. Meanwhile, a recent count indicated that in Los Angeles County, more than one million K-12 students receive free or reduced price meals ? a whopping 65% of the total enrollment. Nearly a quarter of all students in LA County are English language learners.

These are students who will increasingly require basic scientific literacy if they are to become informed, healthy, voting members of society. These students ? like all students ? need to understand basic ideas governing health, medicine, and the way their own bodies work. They need to understand where the energy that powers their refrigerators and cell phones and cars comes from.

In America, it is generally during high school that we solidify our own perceptions of our selves. In a recent New York Magazine feature, Jennifer Senior pointed out,

Our self-image from those years, in other words, is especially adhesive. So, too, are our preferences. ?There?s no reason why, at the age of 60, I should still be listening to the Allman Brothers,? [Laurence Steinberg, a developmental psychologist at Temple University] says. ?Yet no matter how old you are, the music you listen to for the rest of your life is probably what you listened to when you were an adolescent.? Only extremely recent advances in neuroscience have begun to help explain why.

It turns out that just before adolescence, the prefrontal cortex?the part of the brain that governs our ability to reason, grasp abstractions, control impulses, and self-?reflect?undergoes a huge flurry of activity, giving young adults the intellectual capacity to form an identity, to develop the notion of a self. Any cultural stimuli we are exposed to during puberty can, therefore, make more of an impression, because we?re now perceiving them discerningly and metacognitively as things to sweep into our self-concepts or reject (I am the kind of person who likes the Allman Brothers). ?During times when your identity is in transition,? says Steinberg, ?it?s possible you store memories better than you do in times of stability.?

Access to scientific information ? or inaccess to scientific information ? has real, tangible consequences. The relationship that children and adolescents have to science will likely stick with them for the rest of their adult lives.

The LA County Science Fair has a rich history. By 2010, the fair grew so big that it was moved to a larger space ? the Pasadena Convention Center. That year, there were 1500 projects, and projects presented by young women outnumbered those presented by young men by thirty percent!

On the surface, this is great news. But all of this is a preamble to the following.

This year?s science fair, scheduled for next month, may not even happen due to fundraising shortfalls, and as a result, a 2014 science fair has not yet been scheduled.

Wednesday night at the monthly Science Fair Advisory Board meeting, I stated that as of right now, having the 2013 Los Angeles County Science Fair is in serious question and that there will be no Science Fair scheduled for 2014. This is because we are $70,000 short of our current year fundraising goal and still need another 150 judges.

Former Washington Chief Justice Pearson dies

TACOMA, Wash. (AP) -- Former Washington Supreme Court Chief Justice Vernon Robert Pearson died Feb. 4 at the age of 89.

His family told The News Tribune ( http://bit.ly/Viwi85 ) he died from hip surgery complications while suffering with heart disease.

Pearson was a Navy veteran and University of Michigan law graduate who worked as a lawyer in Tacoma before becoming a judge. He was appointed to the state Supreme Court in 1981 by Gov. John Spellman and served until 1989, retiring in Gig Harbor.

Former Supreme Court Chief Justice Gerry Alexander says Pearson was instrumental in instituting a court rule that says tribal court judgments "will be given full faith and credit" in Washington courts.
