Making the case for IP PBX Systems ? Inside the Box: The BBOX ...

The small-to-medium business communications market is changing considerably because of major ongoing development in core networking technology. Voice communications have been migrating from time-based to packet-based switching. An IP PBX is likely to be the standard design platform of the future for enterprise communications systems. Packet-switched LANs today carry telephone-generated voice communications in addition to computer system data traffic. An IP PBX lends itself well to rapid deployment of new technology because there are fewer hardware elements in the system architecture than a traditional PBX. It is far easier to implement a technology upgrade for an IP PBX because there are hardly any proprietary switching elements.

Distributed network design
The client-server scheme of an IP PBX defines a distributed network design. A single telephony call server can support premises and off-premises IP stations. Premises stations can be distributed across a campus. Multiple server designs can be programmed to support redundant emergency call processing. Servers can be colocated or distributed. LAN and WAN concepts alleviate the prospects of a single point of failure.

Highly scalable
IP PBX client-server design is highly scalable because IP telephones are easily added to the system using an Ethernet medium. Port capacity can be expanded through the addition of servers. A customer can continually add switches and routers to the LAN and WAN infrastructure resulting in virtually boundless switching and transport limits.

NFL, Army team up to battle concussions

Progress on limiting the health effects of concussions in the NFL and the Army will take a change in the ?warrior culture? that keeps players and soldiers silent and their comrades and leaders inattentive to the problem.

That?s the message NFL Commissioner Roger Goodell and Army Chief of Staff Gen. Raymond T. Odierno delivered in a panel discussion held at the U.S. Military Academy at West Point, N.Y. on Thursday afternoon and streamed online by the Army.


Goodell appeared on the panel the same day that the NFL filed a motion to dismiss 140 concussion lawsuits, saying the claims are pre-empted by federal labor law.

Before an audience of cadets, the two leaders, as well as two soldiers, two former players and two brain injury specialists, probed the topics of concussions and mild traumatic brain injury (TBI) in sports and the military and what can be done to help identify, treat and prevent them.

Brain injuries have been linked with the?suicides of former NFL players, most recently Junior Seau, ?and?suicides in the military.

All agreed that while coaches, platoon leaders and other leaders should bear responsibility for combating the problem, a third party needs to involved to help decide whether to keep soldiers and athletes active.?

?It?s not just the medical people or you as leaders? responsibility,? Odierno said. ?It?s you as a fellow soldier or fellow player. If you see that they?ve been injured and you can tell that they?re not necessarily with it entirely. We?re not asking you to make a diagnosis. Make sure you tell somebody. Get them of the field. Get them off the battlefield. And make sure they get the proper medical attention. It?s all of our responsibilities.?

The panelists pointed out the similarities among soldiers and NFL athletes and cultures in which fierce competitiveness can allow injuries such as concussions to be ignored for sake of winning or completing a mission. Pressure from peers can also lead to players or soldiers not wanting to report health issues for fear of being perceived as weak.

?There?s been a greater awareness that these injuries are serious because they deal with your brain and they need the proper time to be able to recover from that,? Goodell said. ?Hopefully the awareness allows soldiers and players in any sport to understand that when you have these injuries you treat them seriously and make sure you get medical attention before you engage.?

Medical experts on the panel explained how new protocols and tests in the NFL and the military help diagnose concussions. For example, the Army takes an image of soldiers' brains before deployment to create base line that can be compared with an image after combat. Other rules and regulations keep players and soldiers from returning to action before they are cleared by a medical professional.

The effects of repeated?concussions and dangers to children?have spurred 38 states to pass concussion laws. Most require schools and leagues to inform athletes and parents about concussions, to remove kids who appear to have suffered concussions from play and to require players to be cleared by a health care professional before returning. The NFL has supported that effort.

Debt crisis: European stock index futures edge lower, Bernanke eyed

EUROPEAN stocks pared early losses and turned positive on Friday morning, halting a sharp three-day retreat, led by gains in Italy's blue-chip index.

Sentiment in the broader market remained cautious, however, with many traders preferring to wait on the sidelines until after a key speech by Federal Reserve Chairman Ben Bernanke later in the day on monetary policy.

After helping contribute to a solid rally over the summer months, European shares have retreated in recent days as expectations of imminent stimilus from the Fed eased.

At 0735 GMT, the FTSEurofirst 300 index of top European shares was up 0.1 percent at 1,078.70 points, after falling to a four-week low at the open.

Italy's FTSE MIB index was up 0.5 percent, reversing recent losses, with Enel up 0.9 percent and Intesa SanPaolo up 1.3 percent.

Sprint adds four new cities to its LTE roster, revamps 3G in others

Sprint

Sprint's slowly been ramping up its 4G LTE service, and today the carrier has announced four new cities with LTE coverage. They are:

  • Baltimore, Md.
  • Gainesville, Ga.
  • Manhattan/Junction City, Kan.
  • Sedalia, Mo.

Also, Sprint says it's turned on its revamped 3G service (this is all part of its Network Vision initiative) in Baltimore, Boston and Washington, D.C.

Sprint has a number of LTE-capable Android smartphones, including the LG Vipre, Motorola Photon Q, Samsung Galaxy S3, HTC EVO 4G LTE and the Samsung Galaxy Nexus.

People merge supernatural and scientific beliefs when reasoning with the unknown, study shows

ScienceDaily (Aug. 30, 2012) ? Reliance on supernatural explanations for major life events, such as death and illness, often increases rather than declines with age, according to a new psychology study from The University of Texas at Austin.

The study, published in the June issue of Child Development, offers new insight into developmental learning.

"As children assimilate cultural concepts into their intuitive belief systems -- from God to atoms to evolution -- they engage in coexistence thinking," said Cristine Legare, assistant professor of psychology and lead author of the study. "When they merge supernatural and scientific explanations, they integrate them in a variety of predictable and universal ways."

Legare and her colleagues reviewed more than 30 studies on how people (ages 5-75) from various countries reason with three major existential questions: the origin of life, illness and death. They also conducted a study with 366 respondents in South Africa, where biomedical and traditional healing practices are both widely available.

As part of the study, Legare presented the respondents with a variety of stories about people who had AIDS. They were then asked to endorse or reject several biological and supernatural explanations for why the characters in the stories contracted the virus.

According to the findings, participants of all age groups agreed with biological explanations for at least one event. Yet supernatural explanations such as witchcraft were also frequently supported among children (ages 5 and up) and universally among adults.

Among the adult participants, only 26 percent believed the illness could be caused by either biology or witchcraft. And 38 percent split biological and scientific explanations into one theory. For example: "Witchcraft, which is mixed with evil spirits, and unprotected sex caused AIDS." However, 57 percent combined both witchcraft and biological explanations. For example: "A witch can put an HIV-infected person in your path."

Legare said the findings contradict the common assumption that supernatural beliefs dissipate with age and knowledge.

"The findings show supernatural explanations for topics of core concern to humans are pervasive across cultures," Legare said. "If anything, in both industrialized and developing countries, supernatural explanations are frequently endorsed more often among adults than younger children."

The results provide evidence that reasoning about supernatural phenomena is a fundamental and enduring aspect of human thinking, Legare said.

"The standard assumption that scientific and religious explanations compete should be re-evaluated in light of substantial psychological evidence," Legare said. "The data, which spans diverse cultural contexts across the lifespan, shows supernatural reasoning is not necessarily replaced with scientific explanations following gains in knowledge, education or technology."

CyanogenMod releases SimplyTapp NFC payment app for CM9, launches CM9.1

If you decided to change your NFC Phone's OS over to CyanogenMod 9 to avoid all the skinning and restricting, now you have a mobile payment option called SimplyTapp. Produced by the modding group and two of its members, the app requires free or paid NFC cards from CyanogenMod or retailers like McDonald's and Whole Foods. Card user info is guarded in the cloud, which "allows separation of the card credential from the vulnerable handset," for increased security, according to CM and SimplyTapp. CyanogenMod also announced a new version of its ICS-based CM9 OS, version 9.1, which will fix bugs and add new devices. A stable release will be coming soon, but meanwhile, why not head over to Mickey D's and freak them out by paying with your modded Galaxy Nexus?

Obama Recovery an 'Insult to Recoveries' Says McConnell

If Tuesday night at the Republican National Convention showcased many of the new faces of the Republican Party - including Mia Love, the Utah congressional candidate, and Ted Cruz, the Texas Senate candidate - today will bring some of the GOP old guard clearly into public view, featuring a slew of sitting senators and former members of the Bush administration.

But the old hands might bring fresh criticism of President Obama onto the stage. Senate Minority Leader Mitch McConnell, for instance, is the lead-off speaker during prime time today and will unleash a barrage of criticisms and one-liners on Obama, attacking what he sees as failed policies, according to excerpts obtained by ABC News.

"We're here this week for the simple reason that our nation is in desperate need of leadership," the 27-year Kentucky senator will say, according to the excerpt. "And we believe Mitt Romney is the man for the moment."

McConnell, 70, has been a thorn in the side of the White House. With few exceptions, he kept Republicans in the Senate united against the White House even when Democrats controlled the House and had a nearly filibuster-proof majority during the first two years of the Obama administration.

It was McConnell who famously said in 2010 that his party's singular focus would be to make Obama a one-term president.

"As we meet here tonight, America is suffering through an economic calamity of truly historic dimensions," McConnell will say. "Some are calling it the slowest recovery in our nation's entire 236-year history. To call this a recovery is an insult to recoveries."

The pointed speech will go on from there to criticize the president's penchant for playing golf on the weekend, a subject on which GOP Ohio Gov. John Kasich also touched Tuesday.

"For four years, Barack Obama has been running from the nation's problems," McConnell will say. "He hasn't been working to earn re-election. He's been working to earn a spot on the PGA tour."

And he'll make fun of a string of recent interviews the president has given to celebrity and entertainment magazines while avoiding the White House press corps.

"We know what the president's got on his iPod, but we don't know what he plans to do about a looming tax hike that could trigger yet another serious recession that would result in even more Americans losing their jobs. Ladies and Gentlemen: America cannot afford another four years of this."

Back on policy, McConnell, alluding to the "We built this" theme of the convention, will repeat his argument that the president has a sort of European socialism in mind for America.

"What this administration has in mind for America isn't a renewal, it's a great leveling out," he'll say, pointing to debt and entitlement problems in Europe.

"It wants the kind of government-imposed equality that in a single generation transformed Western Europe from a place where for centuries high achievement and discovery and innovation were celebrated and prized, to a place where they have elections about whether people should have to work. Where they make promises they can't keep and write checks they can't cash."

Some stuff supporting short stories ? Haley's Comment

Hello. I?ve some good news ? I managed to sell a short story to famed magazine Interzone. I think I first submitted a story to them back in 1993 or so, and have tried five or six times since, so this is a big deal for me. I?ve had a few shorts published before, by Hub Magazine, and in the Dark Spires anthology, and you know, seeing as I?ve got three books out and another four on the way, I think I can just about get away with calling myself a writer. But getting a short into Interzone means I?ll hold my head that little higher. Being published by them brings a kind of legitimacy to an author that?s hard to gain elsewhere. They carry stories by all manner of very talented writers after all, and have helped launch the careers of many big name authors. I feel like I have a foot in the door of the big boys? club now.

The story, ?iRobot?, will be out soon-ish ? I?ll let you know when as soon as I know myself.

I?ve another short out sooner ? ?The Rite of Holos?, the first piece of Black Library work I?ve written to get published. Concerning Space Marines of the Blood Drinkers chapter, it?s a kind of sneaky prequel to something I can?t really talk about yet. You can read ?The Rite of Holos? in September?s issue of Hammer and Bolter, which is on sale very soon.

To celebrate the acceptance of ?iRobot?, here?s a piece I wrote for Death Ray?s ?Deep Thought? section way back in 2008 on short stories (I?ve actually being saving it for just such an eventuality as this). Originally published in DR 16, where we started publishing a short story every issue ourselves, in it I talk about short stories, why they?re important, and why they?re not as popular as they might be, plus there are comments from many writers/anthologists/short story publishers on the same topic. Some of it?s a little out of date, some details regarding publication etc have changed (I deleted a segment on Jim Baen?s Universe, as that closed in 2010, and Hub, as far as I can tell, hasn?t had a new issue since last year), but it?s mostly still relevant.

Incidentally, the short stories were quite popular in Death Ray, but the comment I most often heard was, ?I don?t read them, but I?m glad that they?re there.? A telling attitude in light of the discussion below.

The long and the short of it

Short stories used to be the whole of the genre, but all that changed. Guy Haley wonders why big is so good in our current age?

We live in an era of bloated books. A non-fan that wanders into the SF section of a book shop could be forgiven for thinking that the genre is sold by the kilo. As brilliant as some of these tomes are, others exhibit the worst excesses of airport potboilers, their size a response to the demand for more words per currency unit.

But it was not always so. ?Short stories in magazines used to be very nearly the whole of the SF genre,? says professional fan Dave Langford. ?One important early critical book, James Blish?s The Issue At Hand, is mainly about shorts and novellas. Now there?s an odd market gap between ever-longer novels in the bookshops and ever-shorter flash fiction for dwindling attention spans on the web.?

Anthologies, too, used to be a mainstay of the book industry, but not any more. Why shorts do not to sell is puzzling. Fantastical writing has always been used by writers to present outlandish or controversial concepts, and the rabbit-punch delivery of shorts adds a wallop of extra power. Many writers excel at short fiction. Author and ex-New Worlds editor Michael Moorcock tells us: ?It does seem to me that some writers, especially those exploring something other than character, do best in the form but write at novel length often because it?s harder to make a living from short fiction. I can think of a number of SF writers who did their most impressive work in short stories, including Theodore Sturgeon, Ray Bradbury,?Harlan Ellison, J.G. Ballard and M. John Harrison.?

It?s not just SF. ?Ghost stories are notoriously difficult to sustain over novel length. After a short? while the reader naturally thinks, ?Hang on, we?ve had page after page of suspense, when are we gonna see this ghost/monster/alien then??,? says author John Whitbourn. ?And, once you?ve ?seen? it, how many more times can you bear seeing it before familiarity breeds contempt??

Fantasy once thrived on shorts too; that genre?s name might conjure up the image of the 12-book cycle now, but think on Fritz Leiber, Robert E. Howard, and Clark Ashton Smith. Where would Conan be without short stories?

Shorts allow writers to explore new ideas. They inspire other writers. Shorts are the sparks of the genre that set off big fires. A writer can make you think several times with a book of shorts, and some ideas simply don?t have enough juice in them for a novel. Can you imagine Ellison?s ?I Have no Mouth and I Must Scream?, or Ray Bradbury?s ?The Veldt? supporting 350 pages? Indeed, look at Isaac Asimov?s ?Nightfall?, much undermined by its novel length incarnation. The short is the home of the clever concept, the killer twist.

Writing shorts is also vital to a writer?s development, their length instilling discipline. ?Short stories are where many of us learned our basic skills: plot, character, a beginning and an end,? says Robin Hobb.

Michael Moorcock again: ?I learned to write by doing 1,500 word shorts for the likes of Tarzan Adventures, then 3,000 worders for New Worlds, then 12,000 and 15,000 novellas for Science Fantasy and the like? My first published novel Stormbringer was put together in four, 15,000 word parts, which could not have been published in anything but a fantasy/SF magazine.?

Not for nothing does Peter Crowther, editor at PS publishing and Postscripts magazine, call short stories ?the lifeblood of the fantastical genre.? He goes further. ?I still hear from people who begin their writing career with a full-length book, which is like saying you?re going to learn to be a carpenter, but instead of kicking off with a wooden teapot-stand for your mum you build a 20-room, three-storey clapboard house with turrets and pillared front porches. Ridiculous!?

They make good TV and movies, says Hobb, and Whitbourn might have a point when he says, ?Short stories are ideally fitted to our time-poor era. Yet paradoxically, the trend is to tendon-threatening 500+ page books.?

With all this going for them, what in the name of the Cthulhu happened? You can blame the war.

Short fiction once supported a burgeoning industry. In the 19th century, rising literacy fuelled the growth of Penny Dreadful crime magazines in the UK and Dime Novels in the US, which were mainly concerned with the still wild Wild West. These were supplanted by pulp magazines in the early 20th century. Pulps were mass entertainment, and they covered everything. Printed cheaply on low-grade ?pulp? paper (hence the name), hundreds of titles came out every month ? they were so plentiful, unsold stock was used as ballast in ships. But paper shortages in the ?40s forced many pulps to close, never to reopen, although a few hung on until the 1960s. The end of the war also saw fierce competition from TV, later gaming, then the ?net. Ironically, the final decline of printed short stories coincides with the rise of ?geek culture? brought about by electronic media.

Author Stephen Hunt, editor of SFCrowsnest.co.uk, is not optimistic about the form?s future. ?[Shorts] are about as relevant to the current state of SF as a flying tentacled robot abducting a screaming bikini model from a lawn party (ah, that was real cover art). Our kids are the future, and they?re more interested in Twittering and playing EverQuest than the next silly asses? attempt to resurrect Amazing Stories ? however much old gits like me would have it otherwise. They?ll always be the small press of course, but they?re the last thudding breaths of a triceratops choking on asteroid dust, and deep down we all know it.?

I don?t entirely agree with him, and contrary to what Whitbourn says, lack of time is likely to make people want bigger books, rather than shorter tales. In frantic lives, people like predictable escapism, a continuum of comfort. Series of novels give you cliffhangers, the possibility to find out what happens next; shorts don?t.

I suspect the majority of the reading public are unaware of the glories of the short. We?re herd-like creatures. People read chocking great paperbacks because it is what everyone else is doing. And people used to read short stories in pulp mags, to an extent, because that?s what everyone else used to do. We are far more ruled by custom than we think, and custom is only fashion with longevity.

Of course, custom is created by innumerable small choices, and a good part of the pulp mags? demise, and thus the short form, can be planted at the feet of people who like to read short stories. It goes like this: In any one special interest group, there is a vocal minority. Over time, this elite sets what is ?right? in the group, and this begins to restrict the subject?s appeal to the elite that defines it. If you have a declining market anyway, companies ? and let us not forget,?all these things are supposed to make money ? tend to concentrate on this elite, as they appear to be a sure-fire revenue stream. This can be deadly as the elite naturally dwindles and is not easily replenished. It happened to comics in the early 1990s, although they recovered. It happened to roleplaying games in the late ?80s. I think it happened to short SF too. Modern SF shorts can be challenging, full of experimental imagery, weird cross-genre fusions and political point-making. The reasons for their lack of popularity are the same as why Eastenders has a bigger audience than one-off dramas screened on BBC3 and 4. Caught up by the artistic aspirations of the New Wave, the ?SF elite?, I think, focused this corner of the genre on telling stories that attempted to be ?significant?, so much so sometimes it feels as if adventure and entertainment have been left behind. SF has its snobs, as much as anything else. Much of what I read seems self-consciously worthy, or self-consciously weird to the point of pretension. Not that?s there?s anything wrong with this, and such a focus does produce great stories, but they do have limited appeal.

Anyway, that?s by the by. There are numerous other factors in play that mean pulp magazines are not part of our cultural outlook any more. But, and this is a big but, contrary to what some might say, short fiction is still being published, some writers still make money from it (though it is debatable if publishers do), and happily short fiction looks to be undergoing a digital renaissance. A handful of print mags still exist, but on the web podcasts, blogs, and ezines can be found that serve up a pleasing mix of story, albeit often in a wild, unimproved form. However, there are a number of professional e-publications ??Jim Baen?s Universe and Orson Scott Card?s Intergalactic Medicine Show among them. Mass media might have fragmented popular culture by presenting so much choice, but there are still markets in some of those fragments, and the ultimate mass medium, the internet, allows short story writers to reach out to these markets.

?I think electronic publication is the future and the salvation of the short story,? writer and editor Mike Resnick says, ?I can?t tell you which e-publications will live and which won?t, but I can tell you that some of the highest-paying short fiction markets today are all e-zines, and that as quickly as one folds you can look for three or four to take its place.?

The story of the short is a long one, and it isn?t over yet.

The UK?s best known short story magazine, Interzone has been running for 26 years and has helped start the careers of many British SF writers. It is bi-monthly. TTA, Interzone?s publishers, also put out Black Static and Crimewave, horror and crime magazines respectively.

The Mammoth Book of?

Death Ray worships at the short-story altar of Constable & Robinson publishing, who publish several massive tomes of SF, horror and fantasy every year. Editor Gardner Dozois does a particularly fine job of scouring the world for good tales in one of the SF variant. Each has 30 of the best stories in its particular genre, more or less, and is a bargain at ?9.99.

Asimov?s Science Fiction

One of a number of fiction magazines that used celebrity names as a marketing hook, Asimov?s has been running since 1977 and is one of the most well-respected SF magazines in the world. This US mag is currently published by Dell magazines. Asimov?s publishes 10 issues a year.

Analog Science Fiction and Fact

The longest running SF magazine in the world, the US Analog began life as a pulp way back in 1930 under the name Astounding Stories. It flourished under the editorship of John W. Campbell, who discovered many important writers and moulded many more. It is he who is credited with making pulp SF think about the actual future, how its science might work, rather than simply using it as a backdrop for adventure tales. Several name changes on, Analog, which carries articles on popular science too, continues to flourish. It is now also owned by Dell publishing.

Escape Pod

The best SF short story podcast on the web, Escape Pod presents mostly pre-published stories by well-known authors. It has two sister sites, Pseudopod and Pod Castle that deal with horror and fantasy. All three podcasts are weekly and free, though a discretionary donation is politely requested. Escape Pod includes wide-ranging discursive introductions, and even the occasional piece of SF themed music.

Hub

Free UK-based e-zine that publishes reviews and one short story every week, delivered to your inbox in a handy PDF. Hub showcases work from new writers. Like Escape Pod, Hub asks for donations.

Orson Scott Card?s Intergalactic Medicine Show

Established by the writer of Ender?s Game, this e-zine features a new story set in the Ender universe each issue. It comes out roughly quarterly.

The White Cliffs of Dover, made poem-famous by Matthew Arnold, have their first writer in residence.

Philosopher Julian Baggini has a high-altitude new assignment ? pondering the significance and symbolism of the White Cliffs of Dover, landmarks he likens to Britain?s Statue of Liberty.

The National Trust, guardian of the chalk cliffs on England?s southeast coast, has appointed Baggini the cliffs? first writer in residence.

Starting Monday, he will spend a week living in a cliff-top lighthouse, writing and speaking about the cliffs and talking to local residents.

Baggini said he hoped to learn ?what the white cliffs of Dover mean for British people, including those for whom the cliffs were the first sight of the country which would become their adopted home.?

The cliffs loom above the English Channel at its narrowest point, and so have been the first sight of Britain for centuries of visitors, immigrants and invaders.

?For millions of Britons living across the world, the white cliffs is a clear symbol of Britain, in much the same way that the Statue of Liberty has defined America,? said Baggini, whose mother is from Dover and whose father came to Britain from Italy in the 1960s.

?Even if we?ve never been to or seen the white cliffs of Dover, there is a collective sense that they matter.?

Every campaign exaggerates and distorts. But Mitt Romney's campaign has a well-financed machine of distortions behind it.

I?ve been struck by the baldness of Romney?s repetitive lies about Obama ? that Obama ended the work requirement under welfare, for example, or that Obama?s Affordable Care Act cuts $716 billion from Medicare benefits.

The mainstream media along with a half-dozen independent fact-checking organizations and sites have called Romney on these whoppers, but to no avail. He keeps making these assertions.

Every campaign is guilty of exaggerations, embellishments, distortions, and half-truths. But this is another thing altogether. I?ve been directly involved in seven presidential campaigns, and I don?t recall a presidential candidate lying with such audacity, over and over again. Why does he do it, and how can he get away with it?

The obvious answer is such lies are effective. Polls show voters are starting to believe them, especially in swing states where they?re being repeated constantly in media spots financed by Romney?s super PAC or ancillary PACs and so-called ?social welfare? organizations (political fronts disguised as charities, such as Karl Rove and the Koch brothers have set up).

Romney?s lying machine is extraordinarily well financed. By August, according to Jane Mayer in her?recent New Yorker article, at least 33 billionaires had each donated a quarter of a million dollars or more to groups aiming to defeat Obama ? with most of it flooding into attack ads in swing states.

In early August, ?Americans for Prosperity,? one of the nonprofit front groups masquerading as a charity, and founded in part by billionaire right-wingers Charles and David Koch, bought some $27 million in ad time on spots now airing in eleven swing states.

So Romney?s lying machine is working.

But what does all this tell us about the man who is running this lying machine? (Or if Romney?s not running it, what does it tell us about a man who would select the people who are?)

We knew he was a cypher ? that he?ll say and do whatever is expedient, change positions like a chameleon, eschew any core principles.

Yet resorting to outright lies ? and organizing a presidential campaign around a series of lies ? reveals a whole new level of cynicism, a profound disdain for what remains of civility in public life, and a disrespect of the democratic process.

The question is whether someone who is willing to resort to such calculated lies, and build a campaign machine around them, can be worthy of the public?s trust with the most powerful office in the world.

Grizzly Bear Kills Hiker In National Park | Demete

ANCHORAGE, Alaska ? A hiker in Alaska?s Denali National Park photographed a grizzly bear for at least eight minutes before the bear mauled and killed him in the first fatal attack in the park?s history, officials said Saturday.

Investigators have recovered the camera and looked at the photographs, which show the bear grazing and not acting aggressively before the attack, Denali Park Superintendent Paul Anderson said.

The hiker was backpacking alone along the Toklat River on Friday afternoon when he came within 50 yards of the bear, far closer than the quarter-mile of separation required by park rules, officials said.

?They show the bear grazing in the willows, not acting aggressive in any form or manner during that period of time,? Anderson said.

Investigators have identified the man but won?t release his name until they?ve notified his family. They said he?s a U.S. citizen but declined to release any other information about him. Rangers were hoping to recover his remains later Saturday after ensuring the scene was safe. Several other bears have been seen in the area.

Officials learned of the attack after hikers stumbled upon an abandoned backpack along the river about three miles from a rest area on Friday afternoon. The hikers also spotted torn clothing and blood. They immediately hiked back and alerted staff park.

Rangers in a helicopter spotted a large male grizzly bear sitting on the hiker?s remains, which they called a ?food cache? in the underbrush about 100 to 150 yards from the site of the attack on Friday. A state trooper shot and killed the bear on Saturday, and investigators will examine its stomach contents and use other tests to confirm it?s the animal that killed the hiker.

There?s no indication that the man?s death was the result of anything other than a bear attack, investigators said, adding that it?s the first known fatal mauling in the park?s nearly century-long history.

?Over the years, and especially since the 1970s, the park has worked very diligently to minimize the conflict between humans and wildlife in the park,? Anderson said. ?We have some of the most stringent human-wildlife conflict regulations in the National Park system, and I think those are largely responsible for the fact that there hasn?t been a fatal attack.?

Park officials said they don?t believe other registered backpackers are in the immediate area. That portion of the park is closed but other wilderness areas remain open, officials said.

Prior to receiving a permit to hike in the area, all backpackers in the park receive mandatory bear awareness training that teaches them to stay at least a quarter-mile away from bears, and to slowly back away if they find themselves any closer. Investigators confirmed that the hiker had received that training.

Denali is located 240 miles north of Anchorage. It spans more than 6 million acres and is home to numerous wild animals, including bears, wolves, caribou and moose.

A process is fragile if it attempts to solve a crisis by planning ahead for all contingencies. Inevitably an incident will happen that was not planned for, and the whole edifice will fail.

A robust process assumes something unforeseen will go wrong, and concentrate on making sure that there are adequate resources to respond in an ad-hoc manner.

NASA's processes in the Apollo project relied on a robust response: when anything went wrong, a highly qualified person was on the spot to think of a response and execute it. Sure they planned for incidents, but the final contingency plan was to have smart people with high stress tolerance to provide incident response 'on the ground'.

Armstrong was one of the exemplary examples of those people. He was by no means the only one though.

US general: We hacked the enemy in Afghanistan

The U.S. military has been launching cyberattacks against its opponents in Afghanistan, a senior officer says, making an unusually explicit acknowledgment of the oft-hidden world of electronic warfare.

Marine Lt. Gen. Richard P. Mills' comments came last week at a conference in Baltimore during which he explained how U.S. commanders considered cyber weapons an important part of their arsenal.

"I can tell you that as a commander in Afghanistan in the year 2010, I was able to use my cyber operations against my adversary with great impact," Mills said. "I was able to get inside his nets, infect his command-and-control, and in fact defend myself against his almost constant incursions to get inside my wire, to affect my operations."

Mills, now a deputy commandant with the Marine Corps, was in charge of international forces in southwestern Afghanistan between 2010 and 2011, according to his official biography. He didn't go into any further detail as to the nature or scope of his forces' attacks, but experts said that such a public admission that they were being carried out was itself striking.

"This is news," said James Lewis, a cyber-security analyst with the Washington-based Center for Strategic and International Studies. He said that while it was generally known in defense circles that cyberattacks had been carried out by U.S. forces in Afghanistan, he had never seen a senior officer take credit for them in such a way.

"It's not secret," Lewis said in a telephone interview, but he added: "I haven't seen as explicit a statement on this as the one" Mills made.

The Pentagon did not immediately respond to an email seeking comment on Mills' speech.

U.S. defense planners have spent the past few years wondering aloud about how and under what circumstances the Pentagon would launch a cyberattack against its enemies, but it's only recently become apparent that a sophisticated program of U.S.-backed cyberattacks is already under way.

A book by The New York Times reporter David Sanger recently recounted how President Barack Obama ordered a wave of electronic incursions aimed at physically sabotaging Iran's disputed atomic energy program. Subsequent reports have linked the program to a virus dubbed Flame, which prompted a temporary Internet blackout across Iran's oil industry in April, and another virus called Gauss, which appeared to have been aimed at stealing information from customers of Lebanese banks. An earlier report alleged that U.S. forces in Iraq had hacked into a terrorist group's computer there to lure its members into an ambush.

Herbert Lin, a cyber expert at the National Research Council, agreed that Mills' comments were unusual in terms of the fact that they were made publicly. But Lin said that the United States was, little by little, opening up about the fact that its military was launching attacks across the Internet.

"The U.S. military is starting to talk more and more in terms of what it's doing and how it's doing it," he said. "A couple of years ago it was hard to get them to acknowledge that they were doing offense at all ? even as a matter of policy, let alone in specific theaters or specific operations."

Mills' brief comments about cyberattacks in Afghanistan were delivered to the TechNet Land Forces East conference in Baltimore on Aug. 15, but they did not appear to have attracted much attention at the time. Footage of the speech was only recently posted to the Internet by conference organizers.

>> absolutely. i have an obligation to protect the citizens and the guests and the visitors that are here. that was a hypothetical question involving a much more serious storm than what we're looking at right now. i mean, if you had a cat 3 , cat 4, cat 5 storm i think everyone would come to the same conclusion but that's not the situation we find ourselves in now. this storm looks as though it is going to be heading off into the gulf of mexico . we may have one day of some rain and some wind but a category 1 storm , 100 miles off the coast of tampa is really not cause for a lot of concern.

>> now, who would make the call? you or the rnc regarding the schedule if there is for example flooding or pretty bad flooding as i mentioned and you know very well the tampa bay times forum sits in the low-lying water front area.

>> it does. absolutely. we would make the call together. i don't have any jurisdiction over the rnc or its proceedings. that is an internal decision. but the good thing is we've been together for a year and a half. we've been in lock step together. all of us that will be involved in that decision from the governor to the emergency preparedness folks to the rnc to the city and my role as mayor, we would make that decision at the same time all looking at the same information. i don't think that's going to happen. the good thing about hurricanes is you have a two or three-day lead time that you can track these storms. you're going to know where landfall is.

>> right.

>> within some degree of certainty. this storm does not look like it's going to be a factor in those proceedings. you may have one day of rain on monday. the storm will blow through. and it will probably be nice on tuesday, wednesday, and thursday all right. i certainly hope your optimism and bright smile there brings out the sight in tampa . a lot of people will be there. thank you mayor. hopefully when we talk to you soon it won't be the worst case scenario .
